The US president will have a hard time presenting the framework deal with Tehran as a success if its main result is limited to the reopening of the Strait of Hormuz. He could likely have avoided what now looks like a fiasco had he listened to his G7 allies, whom he is meeting with in Evian on Monday. The same can be said for Ukraine.
