I have no reliable information about the contents of the possible 14-point memorandum of understanding (MOU) between Iran and the United States. However, the public positions of Washington, Tehran, and the mediating countries indicate that the chances of its being finalized are very serious. However, if it is signed, this will merely be an initial MOU and any final and definitive agreement will be contingent upon 60 days of negotiations following the memorandum.
