Nothing about this war has rankled the international community more than Iran's "control" over the Strait of Hormuz and the fees it is charging vessels for safe passage. Iran will not be able to physically control the strait once a ceasefire is in place. But the "Hormuz toll" could be a useful mechanism to structure regional diplomacy and cooperation on maritime safety and security.
